VORTAL was the winning bidder in the international call for tenders, organized by the Council of Europe, for the provision of an e-procurement solution to deal with 90 million Euros worth of purchases per year.

The process started in 2018, with the publication of the first two calls for tender, with the General Administration staff members as the first users. With use of the VORTAL platform, the Council of Europe wishes to promote transparency in its procurement procedures, boost impartiality towards suppliers and ensure equality of opportunity. In addition, the Council will take advantage of the e-procurement system to modernize and harmonize its purchasing processes, improve management of its contracts, and secure compliance with its financial rules regarding calls for tender.

Partnership between VORTAL and the Council will continue over the next few years, with the aim of further improving the platform’s user experience. This will also benefit VORTAL customers. In 2019 there were already 50 procedures launched on the VORTAL platform, which resulted in 40 contracts.
